  15. <p>     The House of Representatives was also grappling with vexing
  16. ethics charges against one of its members. After a 10-month
  17. investigation, the 12-member ethics committee unanimously
  18. recommended that Massachusetts Democrat Barney Frank be given
  19. a "reprimand" by the full House for his help to a male
  20. prostitute, Steve Gobie. The committee had been deadlocked for
  21. weeks, as Democrats argued for issuing only a mild letter of
  22. "reproval" to Frank while Republicans demanded a more severe
  23. punishment. The committee asked the House to scold Frank for
  24. fixing parking tickets that Gobie had picked up while driving
  25. the Congressman's car, and for using his official stationery
  26. to intercede with Gobie's probation officers. It rejected
  27. Gobie's claim that he had used Frank's Washington apartment for
  28. prostitution with the Congressman's knowledge. California
  29. Republican William Dannemeyer nonetheless vowed to urge Frank's
  30. expulsion from office when the issue is debated, probably this
  31. week.
