- <p> The House of Representatives was also grappling with vexing
- ethics charges against one of its members. After a 10-month
- investigation, the 12-member ethics committee unanimously
- recommended that Massachusetts Democrat Barney Frank be given
- a "reprimand" by the full House for his help to a male
- prostitute, Steve Gobie. The committee had been deadlocked for
- weeks, as Democrats argued for issuing only a mild letter of
- "reproval" to Frank while Republicans demanded a more severe
- punishment. The committee asked the House to scold Frank for
- fixing parking tickets that Gobie had picked up while driving
- the Congressman's car, and for using his official stationery
- to intercede with Gobie's probation officers. It rejected
- Gobie's claim that he had used Frank's Washington apartment for
- prostitution with the Congressman's knowledge. California
- Republican William Dannemeyer nonetheless vowed to urge Frank's
- expulsion from office when the issue is debated, probably this
- week.
